It's a welding cable connector with a locking brass male connector, used to connect a welding lead. It's the cable-end plug rather than a panel-mounted fitting.
This is the 16-25mm version. It's part of a full range available to suit many cable sizes, so you can match it to your lead.
It's the male plug, with a locking brass connector. A matching socket is available for the other side of the connection.
It has an insulating rubber wall around the brass connector.
