How can you tell if you're welding too fast or too slowly?

How can you tell whether you're travelling too fast or too slow? If you're travelling too fast, you'll usually get a narrow weld bead with poor fusion and little or no penetration. If you're travelling too slowly, the weld bead will be wider with excessive weld build-up, possible burn-through, increased distortion, and a much larger heat-affected zone.
